A malfunctioning computer is one sure way to ruin an otherwise productive day. If your computer has started scrolling on its own, it could prevent you from performing the simplest tasks. Unexplained scrolling can be caused by a number of issues, so troubleshooting involves identifying the problem through a process of elimination.
1.
Check the batteries in your mouse if the device is battery-powered. Weak batteries in a wireless mouse can cause unpredictable effects, including unexplained scrolling.
2.
Observe your typing habits to ensure that you are not accidentally pressing the “Page Up” or “Page Down” keys. Your scrolling problem could be as simple as a slip of the finger.
3.
Download and install the latest drivers for your mouse. Drivers are available on the mouse manufacturer’s website.
4.
Inspect your mouse and the surface on which you use it for dust, food particles or other debris that could interfere with proper use.
5.
Test the mouse in a different USB port. If the scrolling issue resolves when you use a different port, you might have a defective USB port.
6.
Disconnect USB devices that you don't need to limit interference with the mouse's signal.
7.
Test your mouse and keyboard on another computer to see if the scrolling issue follows your hardware.

Do you want to enable or disable the built-in inactive window scrolling feature in Windows 10? Not sure how to use inactive window scrolling feature? In this guide, we will explain how to use inactive window scrolling feature, and how to enable or disable it in Windows 10.
What is inactive window scrolling feature?
Inactive window scrolling feature was not natively available in previous Windows versions and users had to use third-party tools to enable inactive window scrolling feature in Windows 7/8.
The inactive window scrolling feature in Windows 10 allows you a scroll an inactive window without clicking on it. That is, the feature enables you scroll a non-focused window without clicking on it.
For instance, if you open Firefox browser first and then open Notepad program, the previously opened Firefox browser automatically becomes inactive. In previous Windows versions, you would need to click on the inactive window (Firefox in this example) to be able to scroll it.

But in Windows 10, you can scroll the inactive window (Firefox here) by just hovering the mouse cursor over it and moving mouse wheel or clicking arrow keys on keyboard. The advantage of this feature is that you can scroll inactive window without clicking on it or making it active.
As said before, inactive window scrolling feature is built in to Windows 10 and enabled by default. However, Microsoft has provided an option to turn off the feature to help those users who might find it annoying.

Follow the given below directions to enable or disable inactive window scrolling feature in Windows 10.
Method 1
To enable or disable inactive window scrolling in Windows 10
Step 1: Open Settings app. There are a couple of ways to open Settings in Windows 10, but you can either click Settings icon on the left-side of the Start menu or use Windows + I hotkey.
It’ll be applied to some of the weapons in your inventory, so if you pair it with the Gordon Freeman skin you can almost fool yourself into thinking that Dog must be close by too.Bug fixesSpecial K Resource Management PerformanceThis mod comes from a fellow player, Kaldaien, who’s noticed that if you play on both mouse and keyboard and use a gamepad, whenever the game detects input on either device (like when you accidently move your mouse when reaching for a delicious Nissin Cup Noodle) it messes up your controls. Though if it was a special item, we imagine it’d have a special bonus for pricking your foes with teeny tiny needles.CrowbarLike the cactbar, this crowbar (see what they did there?) doesn’t come with any specific damage. Kaldaien’s mod lets you choose which device you use and makes the game ignore any input from the other one. Final fantasy 8 mod.
Step 3: Click Mouse and touchpad to see settings related to them.
Step 4: Finally, turn off the option titled Scroll inactive windows when I hover over them. And if it’s turned off, you can enable the same here.
That’s it!

Step 4: Lastly, double-click on MouseWheelRouting entry, change its default value to 2 (one) to turn on inactive window scroll, and set the value to 0 (zero) to turn off the feature.
Do you find the inactive window scroll feature useful?
Windows 10 introduced a feature I’ve been waiting years for: the ability to hover over an inactive window and scroll up and down with the scroll wheel. If you’d rather disable this, you can do so in Windows’ settings.
I personally think this is the greatest thing since sliced bread, but if you’re used to scrolling up and down with your cursor wherever you want, you can turn this setting off:
Head to the new Settings app and click on the Devices section.
Click the Mouse & Touchpad tab.
Switch “Scroll inactive windows when I hover over them” to off.
It’s a simple setting to find, but with two settings apps in Windows 10 (Settings and Control Panel, where the old mouse settings were) it may not have been immediately intuitive.

And if you’re using Windows 8 or below and want this feature, you can use the always-handy WizMouse.
